34. Department’s telegram 19, April 27, 6 p.m., to Stockholm.32 Belgian Foreign Office official has informed Embassy that question is now being studied here. He stated that preliminary Belgian viewpoint is (1) that national defense expenditures are already published in Belgium; (2) that provisions for control in order to be effective should first be accepted by great powers; (3) that publicity regarding arms manufacture and trade would have to be adopted simultaneously by the principal countries engaged therein, otherwise nonpublishing nations would benefit at the expense of publishing countries.
