159. Referring to the Department’s telegram No. 73, November 9, 7 [1] p.m. The Legation has not been approached, formally or informally, by Panamanian authorities in the matter referred to.
In conversation with Minister of Foreign Affairs November 8th he remarked in passing that he had latterly been so occupied with [Page 906] domestic political affairs that he had been unable to devote himself to treaty negotiations. No other mention of the treaty has been made to me at any time, and in view of the Department’s instructions I have not, of course, taken the initiative in suggesting discussions.
