Department’s 48, September 19, 3 p.m. In your talk with the President you should also refer to the fact that we understand that the recent loan contract is now being given attention by the French Ministry of Foreign Affairs and that this is, of course, an added reason why the Haitian Government should advise the French Government immediately of the fact that the 1922 loan will be refunded out of the first proceeds of the new loan.
