Referring to the Legation’s telegram No. 10, February 20, 11 a.m., Council of Secretary of State this morning authorized Minister for Foreign Affairs to instruct Haitian Minister at Washington to proceed to signature of trade agreement as drafted with exception noted in above telegram and one or two minor changes in French text.
