58. My telegram No. 57, May 13.15 Marcus informs me today he has been unable to communicate with Barletta who is still in jail. He adds that Pastoriza, mentioned in recent telegrams, had long conversation with Barletta yesterday and left this morning by air to call on Allen, chairman of Penn Tobacco Company, regarding business of Dominican Tobacco Company. Marcus believes Pastoriza will act for Dominican Government. Marcus requests that Allen reserve his decision pending his receipt of Marcus’ letter of May 13 which goes forward through the Department by steamer pouch today and pending free decision by Barletta after latter’s release. Marcus says he is apprehensive Government is trying to evade liabilities incurred and considers it essential that Allen and Mr. Morris Clark of General Motors Export Company be advised of foregoing immediately.
