The Secretary of State to the Chargé in Brazil (Gordon)

59. Department’s 57, April 20, 1 p.m. last paragraph. Aranha has read to me24 a further personal cable received by him from President Vargas in which the latter welcomes the tentative suggestion made by the Department and states that if the action proposed can be taken, Brazil will reconsider her attitude and definitely participate in the Chaco negotiations.

I am as yet without any further information on this matter from Buenos Aires.

  1. This telegram was drafted by Assistant Secretary of State Sumner Welles. From a memorandum of April 20, 1935, by Mr. Welles, it appears that the telegram from President Vargas was read to him rather than to the Secretary of State (724.3415/4796).
