Embassy’s telegram 8, January 18, 11 a.m.8 Action of the Colombian Senate in voting against ratification Rio protocol is deeply regretted here but has been received with a remarkable absence of excitement, even the Comercio being calm, fair and dignified. It is realized that Lozano’s pride and partisan politics are responsible and Lopez, Santos and Olaya are rather confidently expected to be able to control situation eventually and accomplish ratification.
