The Department of State to the Japanese Embassy97
- 1.
- Philippine customs statistics indicate that imports of Japanese cotton piece goods into the Philippines during the first three months of the agreement, August, September and October, totaled 26,021,000 square meters.
- 2.
- Reports from the Philippine customs service indicate that the liquidation of duty on Japanese cotton piece goods has continued in November so that the statistics for November will show imports for the first four months of the agreement several million square meters in excess of the agreed maximum for any six months’ period.
- 3.
- The Philippine customs service reports that arrivals of Japanese goods in November continue heavy, arrivals during the first half of the month totaling 4,000 packages, a slightly higher rate than during the previous three months.
- 4.
- It is probable that there is a sufficient amount of Japanese cotton goods already in the Philippines to produce a total figure of imports of Japanese cotton piece goods during the first six or eight months of the agreement twice as great as the maximum agreed upon for any six months’ period.
