Washington, November 4, 1935.
Dear Mr. Secretary: I am sending you herewith a copy of the letter of October 28, addressed to the President, with reference to competing Japanese textiles, and signed by the four members of the Cabinet Textile Committee.
The President returned the letter to me with the notation: “I approve—go ahead.” This constitutes authority for the State Department to proceed immediately with its negotiations with the Japanese government to fulfill the purposes as recommended to the President.
