- On September 26 the Japanese Embassy informed the Department [Page 999] that the Japanese Government would endeaver to obtain the assent of the Japanese cotton textile interests to an arrangement whereby Japanese annual cotton textile exports to the Philippines would not exceed 45,000,000 square meters so long as the Philippine textile duties are not increased. The Embassy added that the Japanese Government desired that this Government give an undertaking to refrain, so long as Japanese textile exports did not exceed the above-stated figure, from taking any action looking toward the increase of Philippine cotton textile duties.

- The Japanese proposal requires clarification in regard to a few points, but we are disposed to give it favorable consideration.
