The American Government has been informed by the Japanese Government that there has been recently organized in Japan an association of exporters to the Philippine Islands of cotton textiles, and that the association, with a view to stabilizing cotton textile market conditions in the Philippine Islands, and so long as existing duties on cotton textiles are not raised, will endeavor to limit exports from Japan to an amount not greater than one-half the combined exports of the United States and Japan to the Philippine Islands.
