Your telegram 151, July 16, 4 p.m., last paragraph.64 Department suggests, provided that you perceive no objection, that you casually express the hope that present negotiations between the United States and Japan looking toward an apportionment of the Philippine textile trade may be brought to a mutually satisfactory conclusion.
With the exception of the foregoing, the Department would prefer to leave to your judgment selection of other matters which might appropriately be discussed with the Foreign Minister.
