The Ambassador in France (Straus) to the Secretary of State

Sir: Referring to the Embassy’s despatch No. 1253 of October 2, 1934,10 and to the recent sale of the Chinese Eastern Railway, I have [Page 113] the honor to report, as a matter of record, that the Minister for Foreign Affairs, in reply to a written question by Deputy Susset, published a statement on page 4153 of the Journal Officiel of April 12, 1935, confirming that the French Government had intervened for the purpose of protecting French private interests in the Chinese Eastern Railway.
The Minister emphasised that “very explicit reserves had once more been conveyed to the Soviet and Japanese Governments immediately following the definitive conclusion of the arrangement relating to this enterprise”.
