1. The local representatives of the oil companies are of the opinion that the letter from Ohashi to Ballantine definitely shows that the companies cannot expect anything better than an unsatisfactory partial settlement based on the physical value of and ignoring the principle of compensation for loss of business. They therefore believe that the companies should proceed to the filing of claims, possibly through diplomatic channels, as envisaged in the Departments 77 [67] April 24, 7 p.m., paragraph 2. The local representatives have telegraphed in the above sense to their head offices and have suggested that the head offices consult with their respective governmental authorities.
