The Ambassador in Japan (Grew) to the Secretary of State

152. Department’s 110, July 17, 4 p.m., petroleum regulations in Japan. The Minister for Foreign Affairs told me this morning that [Page 923] the matter has been discussed in Cabinet and is now under consideration of Ministers of Commerce, Finance, War, Navy and Foreign Affairs. He did not predict the outcome.

Kurusu states that he is encountering opposition by some of the Ministries to the desired modification of the law but he hopes to obtain before October 1st a satisfactory settlement by discreet use of the compelling argument that Japan is dependent on foreign oil.
