124. Embassy’s 90, April 22, noon, Manchuria Oil Monopoly. The Netherlands Chargé d’Affaires today delivered the Foreign Office a formal note expressing the Netherlands Government’s regret that the Japanese Government judged it impossible to exert its influence to prevent the establishment of the oil monopoly; stating that the Netherlands Government cannot agree with the views of the Japanese Government in the Japanese aide-mémoire; and stating that the Netherlands Government is bound to uphold its views as expressed in its aide-mémoire of December 13, 1934.
