On May 2 American Embassy, Tokyo, telegraphed Department to the effect that as there exists between American and British oil interests no divergence of view in regard to scope of offer and method of presentation, Standard-Vacuum and Rising Sun will follow procedure outlined in Department’s telegram to Tokyo of April 24 (see Department’s 96, April 26, 7 p.m.2).
