61. Your 77, April 10, 7 p.m., paragraph 4. British Ambassador on April 10 left at Department a typed plain page86 bearing no designation, date or signature, which reads in part to the effect that the Anglo-Dutch oil companies have suggested that the California companies, if given a hint by the American Government, would be prepared to unite with the British companies in refusing to provide crude oil supplies for the refinery of the Manchuria Oil Company.
Department notes apparent discrepancy between foregoing statement and report given in your 77, April 10, 7 p.m., paragraph 4, which refers to supplies of crude oil “to Japan.”
British Embassy requests expression of Department’s views on whole subject. Department is considering.
