Memorandum by the Chief of the Division of Far Eastern Affairs (Hornbeck)
The British Ambassador called and brought me two papers relating to the “Manchukuo” oil monopoly. These papers are here attached.84
I inquired of the Ambassador just what his Government contemplated in the statement that it would hold the Japanese Government responsible for losses which might accrue to British nationals from the unlawful action of the “Manchukuo” régime. The Ambassador said that he thought they meant that they would press the claims for such losses.
There followed some discussion of other points in the papers and I informed the Ambassador that we would give the contents of these papers immediate consideration and I would communicate with him at the earliest possible date.
