The Ambassador in Japan ( Grew ) to the Secretary of State

254. Count Makino, Lord Keeper of the Privy Seal, has resigned and was replaced by Viscount Saito on the afternoon of December 26. The reason given for the change was Makino’s ill health. From all that the Embassy has been able to learn, the reason given is the true one. Count Makino has been in poor health for some months.

The appointment of Viscount Saito, formerly Prime Minister, indicates that there are likely to be no new influences affecting the throne in the near future.
