Sir: I have the honor to refer to despatch No. 32 [31] of May 28, 1935, from the Consulate General at Canton to the Legation (a copy of which was sent directly to the Department),50 with which was enclosed a copy of a letter addressed by the Consulate General to the Mayor of Canton making certain reservations in regard to the registration of title deeds with the special land office recently opened on Shameen for that purpose, and to enclose for the completion of the Department’s records a copy of despatch No. 47 of July 24, 1935, from the Consulate General at Canton, with which there is enclosed a copy of the Mayor’s reply to the Consulate General’s reservations above mentioned.52

In view of the Mayor’s reply, which is much more satisfactory than could have been hoped for, the Legation in a telegram dated August 3, 3 p.m., a copy of which is enclosed,53 authorized the Consulate General no longer to discourage American land owners who may wish voluntarily to present their deeds for registration.
