The Chargé in China (Gauss) to the Secretary of State

Sir: I have the honor to refer to the Legation’s despatch No. 3282 of January 18, 1935, on the subject of the reregistration of land titles at Nanking, and to enclose a copy of despatch No. 739 of January 29, 1935, from the Consulate General at Nanking31 reporting further developments in the matter. There is also enclosed a copy of the Legation’s instruction of today’s date in reply.31

The Department will note that the American missions have received fairly satisfactory assurances from the Municipal Government in regard to the points at issue, and that the Legation has instructed Mr. Peck32 that, should the new land certificates which he states are now in the course of revision, contain any restrictions inimical to existing property rights he should immediately file a protest with the Municipal Government and reserve treaty rights for the American missions concerned.
