The Secretary of State to the British Chargé (Osborne)
Sir: I have the honor to acknowledge the receipt of your note of September 19, 1935, with further reference to the exportation of arms to China via Hong Kong.
The regulations which have now been put into effect by the Government of Hong Kong would appear to be adapted to achieve the end which both of our Governments desire.
I am pleased to note that your Government is prepared to communicate informally to the American Embassy in London certain [Page 738] information supplied by the Government of Hong Kong in respect to shipments of arms to China through that port.
