The Minister in China (Johnson) to the Secretary of State

Sir: I have the honor to enclose for the Department’s information a copy of despatch No. 32 of May 31, 1935, from the Consulate General at Canton73 giving such information as it has been able to obtain in regard to the recently established airplane factory at Shiuchow, Kwangtung.

The despatch indicates that there will be a substantial market for American aviation materials if the present plans for the factory materialize, and, in connection with this matter, mentions the possible desirability of the American Government’s revising its present attitude towards the enforcement of the regulations governing the exportation of American aviation materials to China. With reference to the Legation’s attitude towards this question, the Department’s attention is again invited to the Legation’s despatch No. 3291 of January 23, 1935, in which the present unsatisfactory situation from the point of view of American business is described.
