1. From the Department’s point of view it would have been preferable had you, in replying to the inquiry of Kung in regard to the possible appointment of an American financial expert, followed the formula given in the second paragraph of its telegram 286, September 16, 3 p.m.
With regard to Kung’s reference to the historic interest of the American Government in the problems relating to the financial and monetary situation in China (see first paragraph of your telegram under reference), the general attitude of the Department remains as indicated in its telegram No. 71 of March 8 to Peiping.
2. For your confidential information, Department informed by French Embassy here that, as other countries are not following lead of British Government in sending Leith-Ross to China, the French Government is not sending Le Norcy to China.
