The Chargé in Japan (Neville) to the Secretary of State

178. For the Secretary of the Treasury. Leith-Ross told me tonight that he had made no concrete proposals to the Japanese; that they had made no proposals to him, but they had told him that they would be glad to consider any plans that he could formulate to improve the financial situation in China; that their men in China would be glad to keep in touch with him, but they were not contemplating sending any special financial agent to China at this time. Leith-Ross said that he felt he had been able to dispel much of the suspicion regarding his mission which had apparently been widespread in Japan on his arrival. Beyond that he could not say that he had achieved much of anything. He is leaving for China in the morning.
