The Chargé in Japan (Neville) to the Secretary of State

173. For the Secretary of the Treasury. Sir Frederick Leith-Ross arrived Tokyo [the] 6th. Interviewed by press stated that his mission is to study actual financial and economic difficulties of China on the spot and to report the findings to London. He emphasized that nothing definite would be attempted by the British Government until after his return to London. He stated that his visit to Japan was, first, to see the country and, second, to exchange views on the China situation with Japanese officials pointing out that Great Britain has a special desire to cooperate with Japan in the Far East.
I am informed by the British Embassy that arrangements have been made for Sir Frederick to call at the Foreign and Finance Ministries and to meet a number of the financial and business leaders next week. He is spending the week end at Chuzenji with the British Ambassador.
