The Secretary of State to the Ambassador in Japan (Grew)

124. Embassy’s despatch No. 1383, July 10, last sentence. In view of the absence of conclusive evidence that the Japanese Government is responsible for refusal of Japanese mills to purchase the American cotton under reference in Shanghai, and in view of the statement of the Consul at Kobe that “large quantities” of such cotton have been re-exported from China, the Department is of the opinion that the [Page 611] matter need not be discussed in any way with officials of the Foreign Office.
