224. The Department is reliably informed that T. V. Soong has cabled the Chinese Ambassador at Moscow20 to the effect that the American Government, having promised to send a financial expert to China whose mission and capacity would be similar to that of Leith-Ross and who is being sent by the British Government, has failed to make the appointment. The American Government has made no such promise. The British Government informed us of the appointment of Leith-Ross and asked that the American Government likewise appoint a financial expert to be attached to the American diplomatic mission in China. The Department replied that the American Government would give consideration to the matter. As yet no decision has been reached.
