Memorandum by the Under Secretary of State (Phillips)
[Washington,] July 12, 1935.
During his call this morning the Chinese Minister asked whether the Government had reached any decision with respect to sending a [Page 604] financial attaché to China. He expressed earnestly his hope that we would find it possible to do so.
I explained to the Minister that the matter was still undecided and was a subject which was, even now, being discussed with the Treasury Department. I said I hoped we would reach a decision shortly.
