220. Department’s 135, May 21, 5 p.m. Following telegram has been received from the Consulate at Tsinanfu:
“May 27, 9 a.m. Resentment towards American silver program has appeared here in mild form. Developments tending towards boycott American goods have not yet appeared and will not likely appear unless sanctioned by provincial authorities who in such matters would likely follow the advice or lead of the Nanking authorities.”
