135. Press of May 20 contains news items under Nanking date line of May 19 to the effect that Dr. Ma Yin-chu⁹⁶ is urging, as the most effective means of combating the American silver purchasing policy, a Chinese boycott of American goods.

Legation and consulates should follow situation closely and report promptly by telegram to Department any manifestations of anti-American feeling growing out of the American silver program and particularly any developments tending toward a boycott of American goods.
