The Minister in China (Johnson) to the Secretary of State

101. Reliably reported that Haas93 of League staff here is planning, as maneuver against possible replacement of League experts by Japanese advisers, the reorganization of League technical activities in China including the assignment of more competent League personnel here to be under the direction of a chief expert. It is stated that Chiang Kai-shek has not so far been persuaded to more than a lukewarm attitude but Soong and Kung are said to have agreed to the scheme.
