The Ambassador in the United Kingdom (Bingham) to the Secretary of State

186. Paragraph 1 of the Department’s 87, April 20, 5 p.m., was orally conveyed to Chief of Far Eastern Division, Foreign Office, who duly expressed his appreciation.

As regards paragraph 2 (a) Foreign Office stated that when the selection of a financial expert, as explained by Fisher to Atherton, is determined he will be attached to the British Legation in Peiping. Paragraph (b) Foreign Office has received no reply from Japanese or any other Government. Paragraph (c) Foreign Office stated that this question “is being handled informally by Fisher and not in the usual way” but the position of the British Government is clearly set forth in the note written by Fisher86 (forwarded with Embassy’s despatch No. 1365, April 12) copies of which have been handed to Japanese and French representatives.
