Memorandum by the Under Secretary of State (Phillips)

The Japanese Ambassador handed me the accompanying statement79 which he said he desired to make of record; he reminded me that he had mentioned the matter orally during a recent visit, but added that the communication which he made to me today was merely a matter of form.

The Ambassador asked if there had been any developments with regard to financial assistance to China; he knew that the Japanese Ambassador in London and the Foreign Office had been discussing the matter, but he did not think that they had reached any conclusion. I replied that there had been no developments so far as we had been informed.
