63. Press stories now show that there are in process international diplomatic conversations on the subject of the situation in the Far East, especially China, and the possibility of cooperative financial assistance to China.

A variety of initiatives, from China, from Japan and from Great Britain has brought about this development. The British Government has apparently elected to constitute itself the prime mover in the canvassing of the powers with regard to possibilities. Department will give you details as soon as expedient and possible.

Meanwhile, Department suggests that you avoid being drawn into discussion of the subject, stating merely, to possible inquirers, that the question, whatever it is, is being handled between the various foreign offices interested and concerned.
