Japanese Government having notified His Majesty’s Government of their intention to raise status of Japanese Legation in China within the next few weeks and having expressed hope that His Majesty’s Government would do likewise, His Majesty’s Embassy have been instructed to inform the United States Government, in accordance with the existing understanding between the two Governments in regard to this matter, that, in view of the Japanese decision and of the fact that the Union of Soviet Socialist Republics and Italian Governments already maintain Embassies in China, His Majesty’s Government do not feel able further to delay similar action.
