The Minister in China (Johnson) to the Secretary of State

100. Hsu Mo9 stated to me this morning over the telephone that in a very short time the Chinese Legation in Tokyo and the Japanese Legation in China would be raised to the status of embassies. He asked that this information be treated as confidential and that if the American Government should decide to take similar action with respect to its Legation in China, the Chinese Government would be as pleased as it was with the decision of the Japanese Government.
