64. Nanking’s 114, November 28, 5 p.m., first paragraph. The Chinese Ambassador called yesterday on the Secretary and communicated information with regard to recent developments in the North China situation.
The substance of the comment made by the Secretary to the Ambassador was that this Government was watching the situation closely [Page 457] and carefully considering the question of the course which it should take.
