Your 308, July 26, 10 p.m. The American Government has not “promised to appoint a financial expert.” The British Government informed us of the appointment of Leith-Ross and asked that the American Government likewise appoint a financial expert to be attached to the American diplomatic mission in China. The Department replied that the American Government would give consideration to the matter. As yet no decision has been reached.
