The Minister in China (Johnson) to the Secretary of State

Sir: I have the honor to report that the Soviet Ambassador to China, Mr. D. Bogomoloff, told me on May 7, 1935, with regard to a non-aggression agreement between Soviet Russia and China, that when he arrived in China in 1934 he had presented to the National Government a draft of such a treaty and that for a time he had conducted a desultory negotiation with the Chinese Foreign Office, but that the Chinese apparently had lost interest in the matter and that the whole question had been dropped. Mr. Bogomoloff stated that he believed that the loss of interest on the part of the Chinese had been due to notification by the Japanese that the negotiation of such an arrangement would be considered by the Japanese as an unfriendly act on the part of the Chinese. (A copy of a memorandum of the conversation during which these remarks were made is enclosed.45)
