61. Embassy’s 52, October 12, 9 [1] p.m.91 Following telegram has been received from Chefoo.

“October 14, 5 p.m. Following from Ballantine: At interview with the Japanese Consul he rejected our proposed basis of settlement and reaffirmed his previous proposal. Full report by mail. I see no advantage in continuing discussions and propose returning to Mukden October 15, 5 p.m. unless otherwise instructed.”

The proposed basis of settlement mentioned by Ballantine was set forth in the Embassy’s 34, October 7, 3 p.m.

In view of Ballantine’s report I propose to take no further action in the matter unless fresh overtures are made by the Japanese authorities. If mail report from Ballantine contains new information which alters the situation the Department will be informed.

I am authorizing Ballantine to return to Mukden.
