159. Reference my 157, April 25, 6 p.m.,26 and despatch No. 540, April 28 [23], Tass report dated yesterday stated that at General [Page 124] Congress of Sinkiang representatives held at Bakhty on April 10th, to celebrate second anniversary of formation of new provincial government, the chairman of the Provincial Council “Governor of the Province” announced that his government was completely convinced that the Soviet Union had no aggressive designs on Sinkiang and that complete friendly relations existed between the two states.
The report further states that the Sinkiang Congress transmitted a telegram to Nanking reiterating its loyalty to the Nanking Government and asking for further cooperation.
