186. Your 208, November 12, 5 p.m. On November 27, the Department discussed the matter orally with the Japanese Ambassador,66 who stated that he would lay before his Government our view in regard to the desirability of there being concluded a convention.
Please take no further action pending the receipt of the instruction which the Department will expect to send you as soon as a reply will have been made by the Japanese Ambassador.
