Memorandum by the Secretary of State

The Japanese Ambassador called and stated that his Government was ready to enter upon negotiations with this Government to bring about a treaty or convention relating to consular functions somewhat along the order of certain conventions this government had with other [Page 1053] governments. I replied that I was interested in his suggestion and appreciated his bringing up the subject; I added that I thought it had been mentioned casually at least on one or two former occasions, to which he agreed. At his further suggestion, I agreed to designate a suitable person in the Department to confer with one of his counselors at the Japanese Embassy on the proposed undertaking.
