- The Department has no objection to exploratory conversations with Kurusu in regard to details of the draft legislation.

- While leaving the matter to the Embassy’s judgment, the Department inclines to the opinion that, if the proposed legislation conforms to the Embassy’s 1440, August 22,21 an oral statement as authorized in the final paragraph of the Department’s 882, November 18, would be desirable.
