The Ambassador in Spain ( Bowers ) to the Secretary of State

Sir: With reference to my despatch No. 908 of October 2nd, I have the honor to report that Sr. Lerroux made no reply to my representations [Page 1018] regarding the payment of American claims in the Spanish Zone of Morroco during his short incumbency of the Foreign Office.

I have already taken up this question with the new Minister for Foreign Affairs, Sr. Martínez de Velasco. Moreover, the Counselor of the Embassy called upon the Sub-Secretary of the Ministry for Foreign Affairs two days ago and was informed by him that the Ministry had that day forwarded another urgent request to the Presidency of the Council of Ministers, asking that some decision be come to at once. While Mr. Johnson was in his office, Sr. Aguinaga telephoned to the Sub-Secretary of the Presidency and made a personal and emphatic request that there be no longer delay in this matter and that Sr. Rico Avello, the High Commissioner in Spanish Morocco should be required to give his long overdue report.
