Since matter of recognition of Spanish Zone by this Government and the settlement of claims by Spain has been pending for approximately 6 months, the Foreign Office having informed the Embassy in February it was pressing for an answer from the Spanish High Commissioner at Tetuan, you are requested, within your discretion, to ascertain orally, if possible, what the Spanish Government proposes to do in the matter. It would appear that sufficient time has elapsed for a decision upon the question. Please cable brief reply.
