4. My telegram No. 3, January 7, 1 p.m.93 Following submission of formal protests today as directed in the Department’s 65, December 15, 2 p.m.,94 No. 66, December 20, 8 p.m.,95 and 68, December 29, 3 p.m.,96 conference took place with all Moroccan experts of Foreign Office.
Subsecretary states no agreement yet come to with France concerning proposed new customs regime Morocco.97
Foreign Office ready to enter into full and friendly examination of 1928 claims98 and recognition of Spanish Zone conferences will probably begin tomorrow.
