43. Embassy’s telegram 31, January 26, noon, and despatch number 941, January 31st.41 Director of African Division informs member of Embassy that French official who was discussing here the question [Page 965] relating to the customs regime in Morocco has returned to Paris after having reached a tentative agreement with the Italian authorities on the subject of the establishment of a system of quotas on certain importations into Morocco as well as on the augmentation of customs duties up to 25 per cent on certain commodities.
The Italian authorities state that they have insisted that the principles underlying the customs regime in Morocco must be maintained and that any arrangements of a practical nature such as outlined above must be agreed to by all the interested governments.
